2 1. 개 요 국가발전의 근간을 이루는 한국뿌리산업 ( 용접, 주조, 금형, 소성가공, 표면처리, 열처리 등 6 개 분야 ) 은 심각한 인력난을 겪고 있습니다. 산업통상자원부, 법무부, 교육인적자원부, 중소기업청 등 각 관련부처에서는 한국뿌리산업에 종사할 전문 기술인력을 양성하기 위한 국가정책사업으로 동남아 21 개국의 뿌리산업 취업희망 유학생을 유치하는 범정부 차원의 정책을 추진하고 있습니다. 사단법인 한국뿌리산업인력지원협회에서는 산업통상지원부 선정 국내 우수대학의 맞춤형 기능인력 양성에 적극 참여하여 국내 대학과 해외대학간 유학생 교류 협약 MOU 체결을 연계하고 있으며, 회원사와 대학에서 담당자를 직접 해외로 파견하여 인성검사 및 취업유학 희망학생 선발을 하도록 도움을 주고, 국내 각 대학에 위탁교육을 실시하여 일정자격과 TOPIK 2 급, 전문학사학위 취득 후 국내에 취업할 수 있도록 하는 사업을 추진하고 있습니다. 여러분의 많은 협조와 지도 편달을 바라며 좋은 의견 주시면 적극 반영하여 국가 뿌리산업에 이바지 하고자 합니다. 1. 概要 作为国家发展的根基，韩国 Ppuri 产业目前正面临着严峻的人才不足问题，为了培养 Ppuri 产业内专门性人才，韩国政府联 合了产业通商资源部、法务部、教育人力资源部、中小企业厅等部门出台了相应的国家政策性 措施为东南亚 21 多个国家的留学生的居留提供积极的支援。在这一政策下，我们社团法人韩国 Ppuri 产业人力资源协会与韩 国产业通商资源部选定的韩国国内一流大学共同合作致力培养产业适应型人才，协调韩国国内大学与世界其他大学签订学 生交流 MOU ，帮助协会内的企业及学校到当地现场招募学生并对其进行面试，将学生委托于大学进行培养，在学生掌握一 定技能、资格后为其提供就业岗位。我们希望各界能对我们这一事业给予协助及鞭策，如有好的建议，我们会积极配合， 支持 Ppuri 产业的发展。 1. ABSTRACT As the foundation of national development, the Ppuri Industry (including the welding, foundry, molding, plastic working, surface preparation, heat treatment) faces a serious lack of manpower. In order to cultivate professionals for Ppuri Industry, the government including the Ministry of Trade, Industry and Energy, the Ministry of justice, the Ministry of Education & Human Resources Development and the Small and Medium Business Administration promote new policy to help the arrangement of foreign students from the Southeast Asia 21countries. Guided by this policy, we (Corporation) Korea National Ppuri Industry Human Resource Association and Korean universities appointed by the Ministry of Trade, Industry and Energy of Korea Government will make common effort to cultivate people with practice ability; promote cooperation between Korean colleges and other countries in the world and MOU of Student Exchange Program; recruit local students and help enterprises affiliated and colleges to interview the students around world ; entrust colleges with students training; offer a job to students when they have the ability and skills. We hope your assistance and criticism. If you have any suggestions and share them with us, we’ll actively cooperate and support the development of the Ppuri Industry. 2

3 2. 뿌리산업 취업유학 한국의 뿌리산업에 취업할 외국인 유학생을 한국의 우수한 대학으로 선정된 10 개 대학 ( 현재 3 개 대학, 연내 7 개 대학 추가 선정 예정 ) 에서 기술인력을 양성하여 뿌리산업현장에 취업하는 국책사업의 일환으로, 정부로부터 선정된 10 개 대학에서 중점적으로 해외 유학생을 선발, 뿌리산업의 현장맞춤형교육과 취업 및 학습을 병행하는 프로그램입니다. 2. Ppuri 产业留学生的就业 希望在韩国 Ppuri 产业就业的外国留学生将在韩国政府在全国选取的 10 所大学中被培养为技术型人才，并最终在 Ppuri 产业 一线成功就业。作为韩国国策事业的一环，该项目就是在这 10 所大学中集中选拔海外留学生，并就业于 Ppuri 产业的适用 于现场的实用课程与就业并行项目 。 2. THE FOREIGN STUDENT WHO ENGAGED IN THE PPURI INDUSTRY The Korean government selects 10 universities to cultivate international professionals who want to work in the Ppuri Industry and help them to engage in the Ppuri Industry. As a part of promoting the Ppuri Industry policy introduced by Korean government, The content of this program is that the 10 universities selected will recruit overseas students, help those students accept the education and training of practice ability which is required in actual practices in Ppuri Industry and engage in the Ppuri Industry at the same time. 3

4 3. 사단법인 한국뿌리산업인력지원협회 사단법인 한국뿌리산업인력지원협회 (KPIHRA, Korea National Ppuri Industry Human Resource Association) 는 뿌리 산업분야의 중소기업청 산하 기업체 회원으로 구성된 비영리법인입니다. 한국 뿌리산업의 인력난 해소를 위하여 동남아 21 개국의 우수한 인력을 선발하여 한국에서 유학과 실습을 병행하는 맞춤형 교육 이수 후 현장취업을 지원하여 협회산하 뿌리산업 회원사들에게 안정적인 인력공급을 도모하고 있습니 다. 3. 社团法人韩国 Ppuri 产业人力资源协会 社团法人韩国 Ppuri 产业人力资源协会 (Korea National Ppuri Industry Human Resource Association) 是以韩国 Ppuri 产业的中小企业为主要会员的非盈利法人, 在 Ppuri 产业面临人力资源缺失的形势下, 从东南亚 21 个国家中选拔优秀人才, 对这些留学生提供就学及实习教育，对其后的现场就业提供支援, 同时向 Ppuri 产 业供应稳定的人力支持的非营利性团体。 3. KOREA NATIONAL PPURI INDUSTRY HUMAN RESOURCE ASSOCIATION Korea National Ppuri Industry Human Resource Association is a non-profit corporation of small and medium business members within the Ppuri Industry, facing with shortage of manpower in the Ppuri Industry, we association help to recruit professionals from 21 counties to provide manpower. In the meantime, we association help international students in their study, internship and job hunting after graduation. 4

5 4. 한국뿌리산업인력지원협회 업무의 특징 한국 정부에서 정식 승인 [ 산업통장자원부 산하 중소기업청 허가번호 2015-1 호 (2015. 01. 05)] 을 받은 비영리법인으로 서 한국의 유수 대학들과 산학협력 MOU 를 체결하여 건실한 뿌리산업 기업체들의 산학협력을 주도하고 있습니다. 뿌리산업에 취업하기를 희망하는 유학생들에 대하여 협회 산하의 기업체들에 재학 중 맞춤형 실습교육을 제공하고 과 정 이수 후 전문대학 학위 취득자에게 회원사로의 취업을 지원하게 됩니다. 또한 뿌리산업 취업 유학생들의 본과 입학시 첫 학기 등록금의 50% 도 협회에서 지원합니다. 4. Ppuri 产业人力资源政策的特征 本协会是经韩国政府中小企业厅许可的非盈利法人。本协会与韩国一流大学缔结了产学协定 MOU ，主导与 Ppuri 产业内 中坚企业的产学协力，向希望就职于 Ppuri 产业的留学生提供就学过程中实习的机会以及 100% 的就业支援。另外，本协 会还向留学生提供第一学期学费的 50% 。 4. THE FEATURE OF THE PPURI INDUSTRY HUMAN RESOURCE SUPPORT PROGRAM As a association having the official approval,we promote the contract of academic-industrial cooperation MOU between universities and enterprises; offer the international students who want to engage in the Ppuri Industry the opportunities of practical training while studying and promise the 100% success in getting a job after graduation. In addition, we will offer 50% of the tuition of the first semester. 5

6 5. 뿌리산업 취업자의 정부정책 외국인기술인력양성대학교에서 한국어 TOPIK 2~3 급을 취득하고 본과 과정 이수 ( 고졸자인 경우 2 년, 전문학사 소지자 인 경우 1 년 ) 후 협회산하 뿌리산업에 취업한 자는 전문직 취업비자 (E-7) 로 체류자격을 변경하여 5~10 년 국내에서 취 업할 수 있도록 하고, 한국 영주권 및 국적취득도 부여하는 한국정부의 특별한 혜택이 있는 프로젝트입니다. 5. 协会相关支援政策 该项目是从韩国政府方面，对毕业于韩国技术型人才培育大学并从事于 Ppuri 产业的留学生获取专门职业就业签证（ E- 7 ）并在工作满 5 年以上时，申请韩国永住权及国籍提供支援的项目。 5. THE SUPPORT POLICY FROM THE ASSOCIATION This program helps the international students graduating from Korean vocational training college to obtain the visa (E-7) and benefits the students who want to obtain the permanent residency or the citizenship after 5 years of working. 6

7 6. 프로그램 구성 6~12 개월 한국어 연수 후 TOPIK 2 급 자격 취득. ( 기타 대학은 3 급 이상 요구함 ) 전문대학 정규과정 ( 해양조선용접학 과, 2015 년 상반기 뿌리산업관련 전 체 학과 확대 실시 ) 전문대학 정규과정 재학 중 실습취 업 가능함 ( 생활비 외 학자금 충당 가 능 ) 졸업 후 뿌리산업 취업시 전문직 취 업비자로 체류자격 변경 가능함 법무부, 산업통상자원부, 교육인적 자원부, 중소기업청 등 정부시책으로 실시함. 전문학사 이상 소지자는 한국어과정 과 1 년 본과과정 이수로 전문학사 학 위 취득 후 E-7 비자로 뿌리산업에 정 식 취업. 고졸자는 한국어과정과 2 년 본과과 정 이수호 전문학사 학위 취득 후 E- 7 비자로 뿌리산업에 정식 취업. ( 도표 1 참조 ) 6. THE CONTENT OF THE PROGRAM Studying Korean language for 6~12 months. ( it is unnecessary if you pass the TOPIK level 2) （ Other colleges requ est TOPIK level 3 Complete the regular course for 2 years (the first semester: shipbuilding welding department and the other majors in the Ppuri Industry in the future. Have the opportunity to have practice while taking the regular course. (the pay you got will be helpful for your living expenses or tuition. Got a job after graduation (got the Special Profession working visa (E-7) ) The Ministry of Trade, Industry and Energy, the ministry of justice, the Ministry of Education & Human Resources Development and the Small and Medium Business Administration w ill practice the government policy. The graduations of the technical college can get college degree and start working after language learning and a year’s regular courses. The graduations of high school can get college degree and start working and obtain the visa E-7 after 2- year regular courses. 6. 项目内容 - 6~12 个月的韩国语学习（ TOPI K 2 级获得者可以跳过这一阶段） ( 其他学校要求 TOPIK 3 级） 2 年的正规课程（ 2015 年上半年 ：海洋造船焊接专业并向 Ppuri 产业内全部专业进行扩展） 在正规课程授课过程中进行实习 （减轻留学生的学费或生活费负 担） 毕业后就业（可获取专门职位就 业签证 [E-7] ） 产业通商资源部、法务部、教育 人力资源部、中小企业厅联合实 施政府政策 专科以上学历者能够在进行韩语 学习以及 1 年的教育课程后便可 以获得专门学士学位，并可正式 就业。 高中毕业者需要接受为期 2 年的 大学教育，获得专门学士学位， 并可正式就业，取得 E-7 签证 7

WHEN THE SEMESTER BEGIN Mar., June, Sep., Dec., 2015 8. THE COST It depends on the situation of every university. (about $4,000 per semester including room and board (offering breakfast and supper) 9. THE WAGE LEVEL Taking practice before graduation: about $1,200 per month (5,580won per hour) Taking a regular job after graduation: about $2,000~2,500 per month. (depending on hourly wage and including Over-time. And it will have changes according to over-time) (offering room and board and the 4 insurance ) 9

10 10. 진행절차 10 입학절차 ① 국가별 현지 사무소에 신청 ② 대학 국제교류협약처와 협회산하 고용주가 직접 현지를 방문하여 희망자 인터뷰 및 선발 ③ 학비 송금 (1 학기 등록금 $3,000~4,000, 학교에 따라 다소 차이가 있음 ) ④ 입학허가서 발급 ⑤ 비자서류 준비 ⑥ 현지 영사관에 비자신청 → 학생 어학연수 비자 (D-4) 발급 ( 중국은 한국대학에서 비자 신청 ) 특별혜택 비자 / 입국 ◦ 한국 정부기관 간 협조를 통해 원활한 학생비자 발급 ◦ D-4 비자로 1 학기 어학연수 수업료 납부자에 한해 입학허가서 발급 ◦ 어학연수 후 TOPIK 2 급 이상 취득 및 학업성적이 우수하고 취업에 대한 의지가 강한 자에게 고용주의 추천이 있으면 첫 학기 등록금의 50% 를 협회산하 회원사에서 지원 한국어 교육 ◦ 본과 입학 전 D-4 비자로 한국 입국 후 6~12 개월 간 한국어 교육 ◦ TOPIK 2~3 급 취득자에 한해 본과 입학 가능 ( 뿌리산업 종사자는 TOPIK 2 급으로 가능 ) 정규과정 ◦ 본과 입학 후 6 개월 후부터 주당 32 시간 실습취업 가능 ◦ 산학협력을 통한 철저한 실습위주의 교육 ( 회원사에서 실습장비 / 재료 등 제공. 숙식제공도 가능 ) ◦ 재학 중 뿌리산업체로의 현장실습 ( 주중 2 회, 토, 일요일 합계 주 4 일 ) ◦ 졸업과 동시에 국내 전문학사 학위 취득 ◦ 필요한 경우 해당 직종의 국내 자격증 취득 ◦ 고용업체와 정식 고용계약 체결 취업 ◦ 졸업과 동시에 협회 회원사에 100% 취업 보장 ◦ 졸업 후 학생비자 (D-2) 에서 전문직 취업비자 (E-7) 로 체류자격 변경 ( 법무부 외국인 정책본부 지침 및 E-7 자격요건에 결격사유가 없는 경우 )

THE PROCEDURE OF THE PROGRAM The procedure of entrance ① apply to the local office in each country ② the International Cooperation Agency of the university, the employer and the association will go on an on-site survey and have a interview to select students. ③ pay the tuition fee (about $8,000 for a year two semesters: including room and board.) ④ Issue the Certification of Admission ⑤ prepare the document for visa ⑥ Apply visa to local consulate →Get the student visa(D-4) ⇓ Special benefit visa/entry - The relevant department of the Korea government will help student to get the visa successfully. - With the tuition fee, students will get the Certification of Admission and the D-4 visa - The association will offer 50% of the tuition of the first semester. ⇓ Learning English - The study of Korean language for 6~12 months before entrance. - The students who pass the TOPIK level 2 can start the regular courses. - (The student who want to engage in the Ppuri Industry can start the regular courses with the TOPIK level 2) ⇓ The regular courses - The students can take practice 32 hours a day after 6 months' regular courses. - Through the academic-industrial cooperation, teach the student mainly with the practice. (The members of the association will provide the equipment/material for practice.) (Offering the room and board.) - (Field education in the Ppuri Industry while studying.) - (Twice on weekday and weekends, 4 days/week) - (Get the college degree immediately after gradation.) - If necessary, student can get Korean qualification in the relevant field. - sign labor contracts with the employer ⇓ Employment - We promise the 100% success in getting a job after graduation. - We help the foreign students to get the Special Profession working visa (E-7) after graduation. - Those good workers can live with their family and have the same benefit with Korean worker(offering room and board and 4 insurance.) - Benefit the students who want to get the permanent residency or the citizenship. 12

13 11. 자격요건 - 고졸 또는 전문대 졸업자, 한국어 TOPIK 2~3 급 취득자는 한국어 연수 없이 바로 유학 가능 - 19~30 세 11. 报名资格 －高中毕业或专科毕业。通过韩语 TOPIK 2 级考试者无需进行语言学习便可直接进入学校课程的学习。 －１９ ~3 ０岁 11. QUALIFICATIONS -Have a high school diploma or the technical college degree. The students who have passed the TOPIK level 2 can take the regular courses directly. -The age of 19~30 12. 비자서류 해당국 영사관에 학생비자 구비서류 확인 문의. ( 각 국가별 차이가 있음.) 단, 중국은 한국대학에서 비자 수속함. 기타 국가는 해당국 한국 영사관에서 발급 12. 签证手续 根据各国领事馆学生签证所需手续可个别问询。（各国所需手续不尽相同） 12. DOCUMENT FOR VISA APPLICATION There are differences among the document for student visa application in each country's consulate, so student can consult us about the detailed information. 13
