3 연구 (research) 연구란 무엇인가? General knowledge를 만드는 과정. 의료 환경에서의 연구의 맹점.
동물 실험 연구를 통해 동물에게 이익은 없다. 임상 시험

4 연구 Therapeutic misconception 연구자들은 연구와 치료를 혼동해서는 안 된다.
연구에 참여함으로써 피험자에게 이익이 있을 것이라 생각하면 안 된다. 피험자가 연구에 참여함으로써 치료가 이루어 진다고 생각해서는 안 된다.

5 윤리 절대 주의 살인. 상대 주의 전쟁 중 적군 사살. “나는 모든 연구를 윤리적으로 진행한다. 왜 윤리위원회에서는 연구를 방해하는 가?” ……… 많은 연구자들의 생각.

미국 연방정부 산하 공중보건국 목적 : 치료하지 않은 매독이 어떠한 영향을 주는지 관찰 피험자: 피험자라는 사실을 몰라고 정부에서 무료 검 진을 해주고 있다고 생각.

1933년 피험자 부검 결정. 1943년 페니실린이 나왔으나 비치료 지속.

십여만 명의 의료인들이 이 실험에 관한 논문을 읽었으나 아무도 문제 제기를 하지 않음. 1965년 우연히 알게된 피험자에 의해서 문제제기 1966년 미국 정부 기관에서 의사들만의 회의에서 실험 검토 : 다시 없는 기회이므로 실험 계속하기 로 결정. 1972년 언론 폭로 이전까지 비치료, 부검 지속.

인체 관련 연구를 과학자나 의학자 개개 인의 분별력에 다 맡길 수 없음.

실험이 시작된 시점에는 적절한 치료제가 없었고, 페니실린이 나온 다음에는 약이 효과를 보기에는 질병이 진행되어 있는 상태였음. 가난하고 무지하여 치료를 잘 받지 못하고 죽어 갈 사람들이지만, 실험에 참가함으로써 의학발전 에 기여하였고, 앞으로 흑인 매독을 치료할 의사 들을 크게 도왔음.

임상 시험에서 유전자 치료로 인해 사망한 첫 번째 환자. 1999. vector (adeonoV)에 의한 면역반응으로 사망. Human gene therapy 기관장 James M. Wilson 이 Genovo에 금전적 관계를 맺고 있음. 높은 이윤적 가치 때문에 과학적 업적에도 외부 규제와 공공 감시가 필요.

33 황우석 교수 사례 서울대 수의학과 새로운 건물, 시설, 연구비를 가져올 예정인 연 구에 대해, 수의과대학 IRB가 요건도 갖추지 않 고 승인. 한양대학교 “매우 중요한 연구”이기 때문에 승인 체세포복제배아줄기 세포로 임삼시험을 하겠다 는 연구계획 변경을 신속 심의로 쉽게 승인.

44 Patient Files Turn Up in Used Computer
New York Times Markoff, John The pharmacy records of 2,000 patients were found recently on a used computer bought by C.J. Prime, of Pahrump, NV, demonstrating the growing concerns about privacy in the information age. Apparently, software used by the pharmacy at Smitty's Supermarkets in Tempe, AZ, was still on the computer, including records of patient's names, addresses, Social Security numbers, and medicines they had bought. "I know a lot of people would be devastated if they knew this kind of information was floating around," said Prime. She reported that the records included prescriptions for AZT for AIDS patients and Antabuse for alcoholics, as well as antidepressants and psychotropic drugs. Prime has since launched a campaign to alert authorities to the privacy issue. No national regulations exist about data storage on computers that are resold, but some states--excluding Arizona- -have medical confidentiality laws that would require the memory to be erased.
