4 1. CFEI 자격 개요 전 세계 공인 “화재조사자격” - 미국 외에는 민간 화재조사 자격이 없으며
미국 내 다른 자격(CFI, Certified Fire Investigator)에 비해 인지도가 높으며 전 세계적으로 공인 받는 자격임 - 시험 주관 기관 : “미국 화재조사자 협회” (NAFI, National Association of Fire Investigators) ㆍ 1961년 설립, 미국 내 회원 3,000명, 비영리 화재조사 교육기관 국내 CFEI 현황 : 약 110명 (2007년 8월 현재) ㆍ 삼성전자 15명, 삼성화재 25명 (이외 소방, 경찰, 보험업계 취득)

- 설립 목적 : 화재·폭발·방화의 조사 ·분석업무 종사자의 지식 및 기술증진 및 체계화된 교육과정 및 자격제도 운영 - 소재지 : 미국 플로리다주 Sarasota시 (1961년 설립) - 회원자격 : 변호사, 소방관, 연구원, 공무원, 군인, 화재조사관, 손해사정인 학생 등 화재조사 및 예방업무에 관련된 사람 - 주요 활동 · Fire, Arson, Explosion 의 원인조사에 대한 교육프로그램 운영 · 정기간행물 “The National Fire investigator” 발간 · 전문 자격증 제도 운영(CFEI, CFII, CFVI) · 화재폭발 조사관련 분야 학술 활동

6 1. CFEI 자격 개요 시행근거 : NFPA 921 Section The Association also originated and implemented the National Certification Board. Each year, the Board certifies fire and explosion investigators and fire investigation instructors 년 NAFI 산하 인증 위원회를 두고 심사와 평가절차를 거쳐 인증하며 화재조사관련전문지식과 분석기술 향상을 도모함 자격 취득 절차 : NAFI 회원 가입 ⇒ 개인별 시험신청서 작성 및 제출 ⇒ 사전 자격 심사 및 승인 ⇒ 자격 취득 시험 실시 ⇒ 합격자 자격 등록

7 1. CFEI 자격 개요 자격 시험 유형 정기 시험 : 매년 NAFI 주관 교육프로그램에 참여 응시 (미국) 비정기시험 : 응시자가 추천하여 인증위원회에서 승인받은 시험감독관 (Proctor) 감독하에 시험 실시 (국내 실시 가능) 정기적 자격 갱신(Re-certification) 매 5년마다 NAFI에서 주관하는 교육 과정 이수 또는 화재조사 관련 교육이나 세미나 참석 등을 증명하여 갱신함

8 1. CFEI 자격 개요 시험 응시 자격 요건 NAFI 회원이며 18세 이상인자 - 고등학교 또는 동등 학력 이상인자 화재, 방화, 폭발 조사 관련 업무 종사자나 주요 화재폭발사고 조사경력자 - 대학, 국가, 공공기관에서 후원하는 화재폭발조사 교육 이수자 - 기타 법적 결격사유가 없고, 적절한 지식과 경험을 갖춘 자 응시 비용 - 총 $ 320 : 회원가입비 $45 + 응시료 $125 + 교재구입비 $150

CFEI 자격 개요 필기 시험 방법 시험 문제/시험시간 : 100문제(선택형 및 진위형) / 2시간 - 수험교재 : NFPA921(Guide for Fire and Explosion investigations) User’s Manual for NFPA 합격 기준 : 75점 이상(점수는 상관없이 합격/불합격만 기재됨) 불합격시 6개월 이후에 재응시 가능함 - 기타 법적 결격사유가 없고, 적절한 지식과 경험을 갖춘 자 자격취득자 자격 증명 - NAFI 자격증 및 엠블렘 제공 - NAFI 훈련 프로그램 및 각종 세미나 참석 우선권

- 화재 발생 및 연소이론 해석, 실무 사고조사 능력 확보 화재사고 관련 법정 소송의 대응 공신력 확보 - 미국 PL소송에서의 기본적 증언 자격과 공신력 확보 ㆍ 미국 법원의 “전문가 증언”(expert testimony) 인정 요건 전문 자격과 경력, 증언의 사실성ㆍ연관성ㆍ신뢰성 등 - 전세계 공인성 감안, 유럽 등 타 지역에서도 동일한 공신력 확보

36 After graduation from a university, I have worked in loss control team of Samsung Electronics from Feb I'm a team manager charging of fire protection, performing hazard inspection, loss analysis, installation of fire protection facilities. My engineers are conducting 200 inspections of fire protection facilities, hazard point at plants and buildings in a year. These inspections are used to identification, improvement of hazard and loss control analysis purposes. Especially, I have a responsibility to investigate fire cause in our company. Also, I have involved in the investigation and analysis of some fires. After completion of the investigation, I prepared an investigation report which contained the cause of the fire, fire mechanism, the damages with photos and drawings. Some of the investigations are done with special investigators from government. Also, I have a license of the fire protection engineer in Korea. I'd like to get fire investigation skill and knowledge by studying NFPA 921. I will use the knowledge to develop fire protection level of my company. I'd like to take a CFEI Test.
