Understanding : Attention – Interest – Desire - Action Desire Action Knowledge acquisition + Memorization + Internalization Reinforced by physical experience 17세기말 영국에서 구빈법에 의한 구빈사업의 지출이 증가하자 그 대책으로 1697년 브리스톨에서 보수를 주는 작업장이 설립되었다. 이 작업장은 영국 전역에 세워졌으나 1722년 워크하우스 테스트에 의해 본보기의 장소로 이용되게 되어 1834년의 개정구빈법(신구빈법)에서는 이 방향이 강조되었다
