2 기획의 정의와 구성요소 ‘기획’이란? 기획(전략)의 구성요소
현재와 미래에 가용 가능한 자원을 효율적이며 적절하게 사용하여 미래의 명확한 목표를 달성하기 위한 체계적인 방법 기획(전략)의 구성요소 What: 목표가 무엇인가? Who: 누가 할 것인가? How: 무엇을 어떻게 할 것인가? Inform Regulate, Mandate Finance Service When: 시간 계획 세부 프로그램

5 평가의 정의와 구성요소 ‘평가’란? 매우 다양한 범위의 활동을 일컫는 용어
“Systematic collection, analysis, and reporting of information about a program” “Collection and analysis of information by various methods to determine the;” Relevance: correspondence btw the program and the needs Adequacy: adress the entire breadth and depth of the problem Progress: comply with the plan(time, budget, quantity etc.) Effectiveness: Intermediate outcome Impact: long term effect Efficiency: output/input Sustainability: continue after initial funding

8 Four Standards for Program Evaluation
Utility: Will the activity lead to something useful? Feasibility: Is the activity practical and politically viable? Is the activity cost-effective? Propriety: Is the activity ethical? Does the activity harm anyone? Is the activity honest and responsible? Accuracy: Will the activity lead to accurate results and valid interpretation? (Source: Baker, et al.
