대통령선거와 무당파층  오랜 정당정치 역사를 갖고 있는 구미 유권자들의 경우에도 정당일체감을 갖고 있지 않은 유권자들이 적지 않은 비율을 점하고 있다는 것이 지속적으로 확인  “ 정당 일체감 (party identification)” = 미국정치만의 특성 ?  민주화 이후 아직도 정당정치의 제도화가 충분히 이루어지지 못한 한국의 경우에도 당파심을 갖고 있지 않은 유권자들의 비율이 높게 나타남 2

대통령선거와 무당파층  무당파에 관련된 가장 중요한 질문은 ?  무당파층은 전통적으로 정치적 관심이 낮고 정치적 지식 또한 적은 유권자 집단으로 간주되어 왔음 (Campbell et al. 1960)  이후 무당파 유권자들 중에도 정치적 관심과 정치적 지식을 갖고 있는 새로운 무당파 유권자들이 존재한다는 사실이 주목받기 시작함 3

Independent Voters and Party Polarization  Much to his disappointment, E.E. Schattschneider might find it troubling to see the growth of non- partisans and the decline of party politics.  At the same time, however, it is still hard to find any other serious and effective political mechanisms replacing political parties in charge of mobilizing voters, running elections, and organizing governments. 12

Independent Voters and Party Polarization  Thus, as long as modern democracy is unworkable save in terms of parties, it is imperative that we understand why voters split from parties and stay independent in a variety of democratic countries.  In this sense, further research is warranted to investigate comparative political behavior, particularly addressing the impact of party polarization on the size and significance of independent voters. 13
